Multi-Tiered System of Support

What does it mean?

Fig. 1 - Multi-Tiered Systems of Support (MTSS) models provide connected supports to assist students to reach academic learning outcomes, including supports related to behavioural and socio-emotional considerations. The needs of 80% of students are typically met by teaching and learning provided at Tier 1.

A Multi-Tiered System of Support (MTSS) is a whole school approach that focuses on equity, inclusivity and access for all students. The approach is guided by the following;

• Considering student needs holistically
• Using data to identify wellbeing, engagement and learning needs
• Providing interconnected and tiered interventions, based on the complexity of student needs across wellbeing,       engagement and learning

The implementation of a Multi-Tiered Systems of Support (MTSS) model recognises that achievement goes beyond academic learning. The implementation of tiered strategies that foster wellbeing and engagement are key to maximising academic learning.

Tier 1 – Universal (80%)
A whole school approach for all students to receive high-quality evidence-based support across wellbeing, engagement and learning. The needs of approx. 80% are typically met by an inclusive and welcoming learning environment, with positive behaviour expectations, high expectations and consistent high quality classroom practices.

At Rostrata, the school has focused on a long-term strategy to embed high-quality Tier 1 practices aligned with the Department of Education’s Teaching for Impact framework. When Tier 1 universal instruction is not evidence based or implemented with fidelity, this translates to a higher proportion of students requiring Tier 2 and Tier 3 supports.

Rostrata’s Tier 1 Approach:
Tier 1 Wellbeing – Berry Street Education Model
Tier 1 Engagement – Positive Behaviour Support
Tier 1 Learning – Impact Teaching Practice Model

Tier 2 - Targeted 15%
Interventions are provided to target small groups of students with similar functional needs. These supports provide frequent opportunities for skill development, feedback and practice using teaching strategies linked to Tier 1 supports. This support is provided in addition to classroom learning and students are not withdrawn from Tier 1 instruction to receive supports.

Tier 3 – Intensive 5%
Interventions are designed for individual student to reflect their functional need. The support provides intensive skill development, with the frequency and intensity of the practice opportunities and feedback increased. Teaching strategies are linked to Tier 1 supports.

Rostrata is currently on a pathway to strengthen and formalise our MTSS model to best support all students to achieve success academically, socially and emotionally.
